Internet Access and Computer Use Policy


 

Purpose

As part of its mission to provide equitable access to information, technology, and lifelong learning opportunities, Shelby County Public Library offers free public access to computers, the Internet, and digital resources.

The Internet is a global network that contains a wide variety of information and viewpoints. Because information available online is not regulated for accuracy, completeness, or quality, users are encouraged to evaluate sources critically. The Library does not monitor, control, or endorse the content of websites accessed through its network and is not responsible for the accuracy, reliability, or appropriateness of information found online.

Use of Library computers, networks, and Internet services constitutes acceptance of this policy and all applicable Library rules.

Access to Library Computers

  • Individuals with a current Shelby County Public Library card may use Library computers.
  • Visitors and out-of-county patrons may request a temporary guest pass.
  • Computer sessions may be subject to time limits to ensure equitable access for all users.
  • Users are responsible for all activity conducted under their library account or guest pass.

Staff Assistance

Library staff are available to provide basic assistance with logging in, accessing Library resources, printing, and general computer use. Staff cannot provide extensive technical support, troubleshoot personal devices, complete online forms on behalf of patrons, or provide instruction that requires prolonged one-on-one assistance.

Acceptable Use

Users are expected to use Library technology resources in a lawful, ethical, and respectful manner. Prohibited activities include, but are not limited to:

  • Violating local, state, or federal laws.
  • Accessing, creating, transmitting, or displaying content that is illegal under applicable law.
  • Attempting to gain unauthorized access to computer systems, networks, accounts, or data.
  • Introducing viruses, malware, or other harmful software.
  • Disrupting, damaging, modifying, or interfering with Library equipment, software, networks, or services.
  • Circumventing security measures, filtering systems, or network controls.
  • Harassing, threatening, intimidating, or impersonating others through electronic communications.
  • Violating copyright laws, licensing agreements, or intellectual property rights.
  • Engaging in activities that interfere with another person's use of Library resources.

Software, Downloads, and System Changes

Library computers are configured to protect system security and user privacy.

Users may not:

  • Install, uninstall, or modify software or hardware settings.
  • Alter computer configurations or security settings.
  • Attempt to bypass system restrictions.
  • Connect unauthorized devices that could compromise Library systems.

The Library may restrict downloads, file storage, or access to certain system functions as needed to maintain security and performance.

Privacy and Security

The Library is committed to protecting user privacy to the extent permitted by law. However, Internet communications and online activities are not inherently secure.

Users should exercise caution when entering personal, financial, or confidential information online. The Library cannot guarantee the privacy or security of information transmitted over the Internet and is not responsible for any loss of data, identity theft, or other consequences resulting from Internet use.

Users are responsible for logging out of websites, email accounts, and other online services before ending their computer session.

Filtering

Internet access on Library computers is subject to content filtering for compliance with the Children’s Internet Protection Act (Public Law 106-554 Sec. 1703), which requires filtering for visual depictions that are obscene, child pornography, or harmful to minors. No filtering software is 100% effective, and it is possible that sites will be overblocked or underblocked by this software. Patrons may request sites to be whitelisted or unblocked if they were blocked in error. Patrons 17 years of age or older may request unfiltered access for bona fide research or other lawful purposes. Users shall not permit minors to view inappropriate matter and shall not leave the terminal when such matter is displayed.

Internet Use by Minors

  • Parents and legal guardians are responsible for determining the appropriateness of Internet resources accessed by their children. While the Library supports intellectual freedom and access to information, it cannot act in place of a parent or guardian in monitoring a child's Internet use.
  • Parent/guardian responsibilities include:
    • ensuring that minors understand and abide by library rules and restrictions
    • monitoring minors’ access to inappropriate matter or materials that may be harmful to minors while using the Internet; the Library cannot control sites that minors may select on the Internet, and staff cannot act in place of a parent/guardian to do sosupervising the safety and security of minors when using electronic mail and other forms of direct electronic communication
    • preventing unauthorized disclosure, use, and/or dissemination of minors’ personal identification information
    • preventing minors’ unauthorized access, including “hacking”, and other unlawful activities while online

Enforcement

Failure to comply with this policy may result in suspension or revocation of computer and Internet privileges, removal from Library property, and/or referral to law enforcement when appropriate.

The Library reserves the right to terminate any computer session that violates this policy or disrupts Library operations.
